Board of Education Meetings:

  • Work Sessions will be held the second Monday of each month at 6:00 p.m.
  • Regular Board Meetings will be held the fourth Monday of each month at 6:00 p.m. 
  • Meetings are in the Franklin High School Media Center.
  • No Work Session meeting scheduled in July or December.
  • All board meetings include time for public comments.

The Board of Education for Franklin City Schools will hold a special meeting on March 17 at 5:00 p.m. in both the Franklin High School Media Center and Large Conference Room, which are adjoining rooms, on 140 E 6th St, Franklin, OH 45005. The purpose of this meeting is to discuss and strategize the School Board's vision and mission. No action is anticipated.

  

The next board meeting is March 9, 2026, in the FHS Media Center.  The agenda will be available on Friday, 3/6, by 3 p.m.

Andrew Fleming is currently serving in his third full term on the Franklin City Schools Board of Education starting January 2020 after previously filling vacant Board positions from June 2014-December 2015 and again from February 2018-December 2019.

Mr. Fleming is a lifelong resident of Franklin and a 2000 graduate of Franklin High School.  He graduated from Wright State University in 2004 with a B.S. and 2009 with a M.S., both in Mechanical Engineering.  Mr. Fleming is a Senior Product Manager at General Electric Aviation in Cincinnati.  Prior to General Electric he was a Federal Civil Servant at the Air Force Research Laboratory.

Mr. Fleming is actively engaged in the community through involvement in previous levy efforts, serving as the Treasurer at Pennyroyal Baptist Church, and coaching youth sports teams.  His desire to serve the Franklin community and guarantee that each student has an opportunity to succeed in college or career led to his decision to serve on the Board of Education.

Mr. Fleming and his wife, Jennifer, who is also a graduate of Franklin High School, reside in Franklin with their two children, Ethan and Eva, who attend Miami University and Franklin High School .

Lori Raleigh is currently in her fourth term as a member Franklin City Schools Board of Education. During her tenure, she has served as Board President and Vice-President . She is a member of the Ohio School Boards Association, and is the district’s liaison to Franklin City Council. She has served as co-chair of the district’s Finance Committee. She is currently serving her third term as the representative for Franklin City Schools to the Warren County Career Center.

Mrs. Raleigh is a lifelong resident of Franklin and retired after 28 years as a self-employed daycare provider. She and her husband Bill are the proud parents of Franklin High School graduates Billy and Derek, and proud grandparents of two grandchildren.

Mrs. Raleigh’s passion for children, education, and Franklin inspired her to serve as a member of the Franklin City Schools Board of Education and she looks forward to continuing to serve the district’s children and the community.

Rachel Ruppert-Wolfinbarger is currently serving her fourth term on the Franklin City Schools Board of Education; she began serving in January 2014.

Mrs. Ruppert-Wolfinbarger is a lifelong resident of Franklin and a 2002 graduate of Franklin High School. She graduated from the University of Tennessee in 2006 with a B.A. in Political Science and from the University of Toledo, College of Law, with a Juris Doctor in 2009. Mrs. Ruppert-Wolfinbarger is an attorney with the law firm of Ruppert, Bronson & Ruppert, Co. L.P.A. in Franklin. 

Mrs. Ruppert-Wolfinbarger has been involved in the Franklin community through previous levy efforts and through membership on the Franklin Area Community Services and United Way of Warren County boards. Her decision to seek membership on the Board of Education was driven by a desire to ensure that each and every student receives the best education the Franklin City School District can provide.

Mrs. Ruppert-Wolfinbarger and her husband John, who is also a graduate of Franklin High School, reside in Franklin with their daughter and son.

John Wheeler

John Wheeler, FHS Class of 2009, is serving his first term on the Franklin Board of Education. He’s a 2015 graduate of Bowling Green State University (BS in Education in Adolescent/Young Adult Education Chemistry and Life Sciences); he received his MS in Education for Clinical Mental Health Counseling from University of Dayton in May 2019. He’s a Licensed Professional Clinical Counselor with Supervisor Designation (LPCC-S) with a private practice in Dayton.

John considered running for the school board for several years and hopes to bring new perspectives and thoughts to help during this tumultuous time.

His community involvement includes volunteering with the FHS color and winter guard programs since 2009 and serving as a visual designer for the Franklin Marching Band since 2023. Since 2020, he has served as a Precinct Election Official (PEO) as Voting Location Manager and has been a troubleshooter for the Lebanon area since 2023.

He said he feels “Wildcat Pride” when he sees community members, coaches, staff, and teachers who are donating time, money, and resources to keep the district’s athletic activities going despite the ongoing financial burden being faced by the failing levies. “During trying times, I know the community will continue to support its students no matter what challenges we continue to face. That’s 100% something to be proud of.”

He noted two challenges to his new position: having a lot to learn and the ongoing challenge of how to fund the school district. He said the biggest joy is acknowledging the achievements of students and staff.

John loves different cultures, travels when he can, and has visited Mexico, Canada, Brazil, the United Kingdom, Costa Rica, and Scotland.
