Dear Parent or Guardian:
We are pleased to inform you that Franklin City Schools will be continuing the Community Eligibility Provision Program(CEP) for School Year 2026-2027.
What does this mean for you and your children attending the Franklin City Schools?
Students enrolled in first grade through twelfth grade at Franklin City Schools are eligible to receive a healthy breakfast and lunch at school at no charge to your household each attended school day of the 2026-2027 school year. Your child(ren) will be able to participate in these meal programs without you having to submit an application or survey, however, if you would like to see if you qualify for their instructional fees to be waived or other programs within Franklin City Schools, you will need to submit a Household information Survey. The survey is located on the Franklin City Schools website or you can pick one up at any school location.

Welcome back Wildcat Family:
Our goal in the Food Service Department is to provide a healthy balanced meal for our students. With that being said Franklin City Schools is excited to announce that when a student chooses a reimbursable breakfast, it will be free during the 2026-2027 school year.
What makes a reimbursable breakfast you might ask? Students can take up to 4 items, but must take at least 3 items with one of those items being at least ½ cup of fruit, vegetable, fruit juice or fruit/vegetable juice. If the full reimbursable breakfast is not taken then the student will be charged based on ala carte prices. Students must have money on their account or in hand for ala carte items.
Breakfast is served to the students at their building during the following times.
High School (9th -12th grades) 7:10 am to 7:30 am
Jr High School (6th -8th grades) 7:10 am to 7:30 am
Intermediate (3rd -5th grades) 8:10 am to 8:30 am
Gerke (1st grade) 8:10 am to 8:30 am
Hunter (2nd grade) 8:20 am to 8:40 am

Franklin City Schools is pleased to announce the continuance of the Community Eligibility Provision (CEP) for the 2026-2027 school year. Schools qualifying to operate the Community Eligibility Provision (CEP) provide breakfast and lunch to students first grade through twelfth grade at no charge and eliminate the collection of meal applications for determination of free, reduced-price, and paid student meals. However, to be considered for fee waivers or other programs available you will need to complete the household income survey to see if you qualify. This new approach reduces burdens for both families and school administrators and helps ensure that students receive nutritious meals. Please fill out the income form at Payschoolscentral.com, download from the Apple app store or Google Pay or request a printed form from your child's school or email the Food Service Department at Lfeltner@franklincityschools.com.
FREE HEALTH CARE: Families with children eligible for school meals may be eligible for FREE health care coverage through Medicaid and/or Ohio’s Healthy Start & Healthy Families programs. These programs include coverage for doctor visits, immunizations, physicals, prescriptions, dental, vision, mental health, substance abuse and more. Please call 1-800-324-8680 for more information or to request an application. Information can also be found on the web, click here for more information. Anyone who has an Ohio Medicaid card is already receiving these services.

What makes a breakfast?
- Students can take up to 4 items, must take at least 3 items with one of those items being at least ½ to 1 cup of fruit, vegetable, fruit juice or fruit/vegetable juice. Only 1/2 cup can be juice.
What makes a lunch?
- Students must select at least 3 of the 5 components and one of the components must be ½ to 1 cup of fruit or vegetable component for their tray to count as a reimbursable meal.
Why was my child charged for food items?
- If the full reimbursable breakfast or lunch is not taken then the student will be charged based on ala carte prices.

On May 5, the US Department of Agriculture published an updated Non-Discrimination Statement (NDS) that included non-discrimination on the basis of sexual orientation and non-discrimination on the basis of gender identity. All documents, pamphlets, websites, etc. must be updated with the new statement as noted below. Under U.S. Department of Agriculture (USDA) regulation 7 CFR 15a.205, educational institutions and other entities may claim an exemption from the provisions of Title IX by submitting a written declaration to the Secretary of Agriculture identifying the provisions that conflict with a specific tenet of the religious organization by submitting a request in writing to the US Department of Agriculture.
- Websites must be updated within 90 days of the date of this memorandum.
- Documents, pamphlets, brochures, etc., using 2015 NDS language must be updated when current supply on hand is exhausted or by September 30, 2023.
- All new printing must use the 2022 NDS.
- And Justice For All Posters: Currently posted must remain in place until new posters are received. The Office is ordering new posters for all sponsors and sites and will keep sponsors and sites updated on receipt and mailing.

Franklin City Schools will participate in the Community Eligibility Provision (CEP) under the National School Lunch Program (NSLP). Under this option, students in first grade through twelfth grade will receive a breakfast/lunch at no charge whether or not they complete this form. However, to determine eligibility for various additional state and federal program benefits that your child’s school may qualify for, please complete, sign and return this application to your school building if your income falls within or below the guidelines listed in the following chart.
