Jo Ann W. Feltner is serving her fifth term as a member of the Franklin City Schools Board of Education and President for the 2013 year.  Mrs. Feltner serves as co-chair of the district’s Curriculum Council. She represents FCS on the Southwest Region Ohio School Boards Executive Committee, the regional High Schools that Work Board of Directors, serves as an OSBA trustee from the Southwest District, and is the representative from the 3rd Congressional District to the National School Board Federal Relations Network. Jo Ann has been designated a Master Board Member by the OSBA and has received seven Awards of Achievement from this group.

Mrs. Feltner is a former teacher and administrator in the FCS district, retiring after 35 years of service. She holds a BS in Elementary Education from Miami University and a Master’s Degree in Supervision and Administration from Xavier University.

She and her husband, Cicero, have two sons who are FHS graduates and four grandchildren who reside out of state. Mrs. Feltner is a member of the Franklin Area Historical Society, the Franklin Area Chamber of Commerce, and several education-related organizations.

Chris Sizemore is currently serving his thrid term on the Franklin City Schools Board of Education and as Vice President for the 2013 year. He previously served two years as Board President and one year as Vice President. He has also served as co-chair of the district’s Finance Committee since his first year on the board.

Mr. Sizemore is a 1988 graduate of Franklin High School. He graduated from the University of Cincinnati in 1993 with a B.S. in Electrical Engineering and is employed by AK Steel. He began his career there as an electrical engineering co-op student while at University of Cincinnati; he then was hired full-time as an electrical engineer in 1993.

Mr. Sizemore and his wife Gina, who is also a Franklin High School graduate, have three children currently attending Franklin City Schools.

 

Mr. Paul Hillard, Member

Paul Hillard served as President of the Franklin City Schools Board of Education for the fourth distinct time in 2012.  In 2008, he was named to fill a Board vacancy; he served in the same capacity to fill a vacancy in 2005. His first time serving on the Board was 1975-1983, when he worked with Superintendent Shelby Middleton to pass the first .stay at home. levies, and later with Superintendent Edward Everhart on an early version of the district’s gifted enrichment program.

Mr. Hillard is a lifelong resident of Franklin and a 1953 graduate of Franklin High School. He was employed at Armco Steel from 1959 to 1995.

Mr. Hillard has served the Franklin community in many capacities including terms on City Council (1988-2001, including eight years as mayor); two stints as City Manager (during 1990-1991 and 1995-1996); and Franklin Township Administrator (2001-2003). He has also served on numerous commissions, committees, and boards including the Pool Board, the Regional Planning Commission, the Solid Waste Board, the OKI Regional Council of Governments, the Franklin Charter Commission, and the Franklin Civil Service Commission.

Heidi Siens was first elected to the Franklin City Schools Board of Education in 2004 and is currently serving her fourth term. During her tenure, she has served as Vice President. She is the chair of the district’s Facilities Committee and also has served two years as the district’s representative to the Warren County Career Center.

Mrs. Siens is a lifelong resident of Franklin. She holds a degree in Business Administration with a major in accounting, and has worked in finance for nearly twenty years. Mrs. Siens has two children Kyle and Blake.

Mrs. Siens became involved with the district by serving many years at the building level as PTO President. Her decision to seek a seat on the Board was driven by her wish make a difference for every student enrolled in Franklin City Schools. Mrs. Siens is married to Kurt Siens. She is a member of the Crestview Church of God in Germantown.

 

Mrs. Lori Raleigh, Member

Lori Raleigh is currently in her fourth term as a member Franklin City Schools Board of Education. During her tenure, she has served as Board President and Vice-President . She is a member of the Ohio School Boards Association, and is the district’s liaison to Franklin City Council. She has served as co-chair of the district’s Finance Committee for the past seven years. She is currently serving her second term as the representative for Franklin City Schools to the Warren County Career Center and is Franklin City Schools’ representative to the Region 13 Advisory Council.

Mrs. Raleigh is a lifelong resident of Franklin and has worked for 24 years as a self-employed daycare provider. She and her husband Bill are the proud parents of Franklin High School graduates Billy and Derek, and proud grandparents of their grandson Garet.

Mrs. Raleigh’s passion for children, education, and Franklin inspired her to serve as a member of the Franklin City Schools Board of Education and she looks forward to continuing to serve the district’s children and the community.
